BPF Industry Calls for a New Housing Agenda

A meeting on the 26 January 2009 at the British Property Federation’s London Annual Residential Conference discussed changes in the property industry to rental.  

Speakers include:

Sir Bob Kerslake, chief executive of the Homes and Communities Agency

Peter Marsh, chief executive of the Tenant Services Authority,
Fionnuala Earley, chief economist of Nationwide Building Society

Richard Blakeway, housing adviser to the Mayor of London.

With the current housing crisis leaving homes vacant due to lack of lending, and many facing repossession or negative equity, the BPF believe that long term rental provides the solution to these problems.

During the London Annual Residential Conference, items that were discussed included; changes to stamp duty, local housing allowance and a “planning system” to help the rental market and stimulate private company investment.

Changes put forward for stamp duty when buying multiple properties so that it is charged per purchases and not on the multiple amount.  This would reduce costs for large portfolio investments.

The BPF also want rental developments to be given a special financial model recognised through planning as opposed to the model used for owner occupied properties.

Direct payment of local housing allowance (LHA) was stopped in April 2008 which risks the financial management of social security tenants.  Direct payment will ensure landlords will continue to offer rental properties to financially exposed members of society.

Expert views are detailed on the BPF source article.  These views strongly vindicate changes to stamp duty, planning system, and local housing allowance, and support the view that stimulating the rental market will help to alleviate problems faced by investors caused by the current housing crisis.

Most of us crave for a fulfilled lifestyle, spending time with our friends and families, taking time to nurture our personal needs. In today’s society, balancing our needs against gruelling working hours and demanding responsibilities is now a hot topic for business communities.

However, focusing on the needs of generating new business can overtake any attention needed for a motivated workforce. As long as a company is providing employment opportunities, is there really any need to concentrate precious efforts, resources and expenses on flexible working opportunities?

It is important for companies to realise the fact that a motivated personnel can increase productivity and profits. It is generally understood that trained and supported workers are more likely to stay loyal to their employer going above and beyond their working obligations, subsequently increasing profits. Therefore, companies will profit by investing into work life balance offering options to address work and personal responsibilities, encouraging flexible working, and providing remote working solutions.

Work life balance does not need to be costly or time consuming. Companies can take simple steps to accommodate work life balance ethics.

1) Undertake a brief survey of peoples’ needs – form a committee to gather information regarding the flexibility requirements of your employees.

2) Mobility – promote and encourage movement within an organisation. People may not be happy in a role having skills or ambitions suited to an alternative project or role.

3) Be on the alert for any signs of stress or burnout – anyone with constant tiredness, diminishing productivity. Approach gently, perhaps suggest a vacation or a change in responsibilities.

4) Be supportive – endorse reasonable working hours and your understanding of anyone who has personal obligations. Always remember that personal obligations need to take priorty.

London Builders | Could New EU directive (UK) slow construction recovery?

The implementation of the EU Temporary (Agency) Workers Directive aims to offer equal treatment for contractors. The questions are;

Will this directive affect jobs in these already challenging times?

And,

Should implementation be delayed for as long as possible to help recovery of the construction industry from the affects of the recession?

Agency workers who often perform highly skilled jobs are widely used within the construction industry. Is it therefore the case that flexibility of the labour market forms part of the UK’s economic success over the past decade? Employers have previously been able to use agency workers in construction to avoid long-term costs, committing to permanent employment.

Once the directive is implemented, UK law will give agency workers more of the rights and conditions enjoyed by permanent staff.

Tim Potbury, a senior associate at Pinsent Masons says: “The effect on construction could be significant. Temporary workers are a useful way of responding to fluctuations in demand and according to the CBI, currently represent 3.1% of the UK workforce. The reduction in this flexibility means organisations will endure greater costs if they use agency workers for extended periods of time. This will probably lead to a decline in use of such workers.”

The directive’s aim is to ensure equal treatment for agency and permanent personnel; regarding working time, pay and maternity rights.

Potbury explains: “These rights will accrue only once an agency worker has been in the job for 12 weeks. Also, benefits such as sick pay or the right to join the occupational pension scheme, which recognise the long-term relationship permanent staff have with an employer, are excluded.”

The UK has three years in which to implement the directive.

Are we right in stating that the government delay implementation of the directive as late as possible, given the challenges faced by the construction industry due to the current climate.

“Blackthorne Building fitted a new bathroom whilst also accommodating structural changes to the layout of the property. The work by Nick and the sub-contractors was carried out to a high standard and any required changes due to limitations in the building were discussed in advance. I, too, have had work done by this company, they completely refurbished my kitchen. Excellent service!
Thanks to Nick and his team we now have a new office space and an extra spare bedroom. Nick was very straightforward and professional to deal with, but also went the ‘extra mile’ to offer advice and to produce a custom-made oak threshold for us. We would have no hesitation in employing Nick again or in recommending him to others.

What a find!
Nick and his team have been brilliant at making my bathroom into a little speical haven. It was not an easy job with fancy mosiacs and pipework that was leaky and installed by other builders but the quality of the tiling by Warren and suggestions to change my floor choice were all spot on. Best thing from my perspective is how Nick manages your expectations about when the team will turn up and he calls you through out the build to say what is going on. All done with good humour and professional! So good - they will be hopefully building my kitchen extension.
